Since the Freehold Law of 2002, non-UAE nationals have been able to own property outright — but only within zones the Dubai Land Department has specifically designated as freehold.

Well-established freehold zones

  • Downtown Dubai
  • Dubai Marina
  • Palm Jumeirah
  • Business Bay
  • Jumeirah Lakes Towers (JLT)

Growing freehold zones

  • Jumeirah Village Circle (JVC)
  • Dubai Hills Estate
  • Dubai South
  • Arjan

Outside freehold zones

Ownership in non-designated areas is restricted to UAE and GCC nationals, or available only on a leasehold basis, typically up to 99 years.
